NOTIFICATION The draft of the Karnataka General Service ( Development Branch and Local Government Branch ) ( Recruitment of Grama Panchayath Secretary cum Rural Development Assistant grade - 2 and Second Division Accounts Assistant ) ( Special ) Rules , 2019 , which the Government of Karnataka proposes to make in exercise of the powers conferred under sub - section ( 1 ) of section 3 read with section 8 of the Karnataka State Civil Services Act ; 1978 ( Karnataka Act No . 14 of 1990 ) is hereby published as required by clause ( a ) of sub - section ( 2 ) of section 3 of the said Act , for the information of all persons likely to be affected thereby and notice is hereby given that the said draft will be taken into consideration after fifteen days from the date of its publication in the official Gazette .
Any objection or suggestion which may be received by the State Government from any person with respect to the said draft before the expiry of the period specified above will be considered by the State Government . DRAFT RULES
Title and commencement and application : ( 1 ) These rules may be called the Karnataka General Service ( Development Branch and Local Government Branch ) ( Recruitment of Grama Panchayath Secretary cum Rural Development Assistant Grade - 2 and Second Division Accounts Assistant ) ( Special ) Rules , 2019 .
( 2 ) They shall come into force from the date of their publication in the official Gazette ( 3 ) Notwithstanding anything contained in the Kamataka Civil Services ( General Recruitment ) Rules . 1977 or the Karnataka Civil Services ( Direct Recruitment by Competitive Examinations and Selection ) ( General ) Rules , 2006 or Karnataka General Service ( Development Branch and Local Government Branch ) ( Cadre and Recruitment ) Rules , 2008 , or in any other rules of recruitment relating to the categories of posts of Grama Panchayath Secretary cum Rural Development Assistant Grade - 2 and Second Division Accounts Assistant in the Karnataka General Service ( Development Branch and Local Government Branch ) made or deemed to have been made under the Karnataka State Civil Services Act 1978

( Karnataka Act 14 of 1990 ) , the provisions of these rules , shall apply to fill the number of posts of Grama Panchayath Secretary cum Rural Development Assistant Grade - 2 and Second Division Accounts Assistant in Direct Recruitment Quota ( including the vacant posts in the Districts of Hyderabad - Karnataka Region )
available on the date of commencement of these rule . 2 . Definitions : - ( 1 ) In these rules , unless the context otherwise requires - ( 1 ) " Appointing Authority " means the Deputy Secretary ( Development ) of
Zilla Panchayath of the respective District . " Examination Authority " means Karnataka Examination Authority , or any other Authority to which the State Government may entrust to conduct competitive examination for the direct recruitment posts in the cadre of Grama Panchayath Secretary cum Rural Development Assistant Grade - 2 and Second Division Accounts Assistant " Qualifying examination " means the minimum qualification recruitment to the posts specified in the Schedule .
for ( iv ) " Schedule " means schedule appended to these rules ;
" Special Selection Committee " means Special Selection Committee
constituted under rule 3 ; and ( vi ) " State Government " means the Government of Karnataka in Rural
Development and Panchayath Raj Department . ( 2 ) Words and expressions used but not defined in these rules shall have the same meaning assigned to them in the Karnataka Civil Services ( General Recruitment ) Rules 1977 .
3 . Constitution of Special Selection Committee : - There shall be constituted a Special Selection Committee at the State level for recruitment to fill up the posts of Grama Panchayath Secretary cum Rural Development Assistant Grade - 2 and Second Division Accounts Assistant under these rules consisting of the following members namely : ( 0 ) The Principal Secretary to government ( Panchayath Raj ) . Rural Development & Panchayath Raj Department .

4 . Age Limit : - The minimum and maximum age limit for direct recruitment to the vacancies under these rules shall be 18 years and 40 years respectively in accordance with the Kamataka Civil Services ( General Recruitment ) Rules , 1977 .
5 . Applications for Recruitment : - ( 1 ) The Special Selection Committee shall after obtaining information from the concerned Zilla Panchayath , regarding category of posts , and number of vacancies to be filled in cach district , shall specify the qualification , age , nature of selection , classification of posts in accordance with the reservations of posts provided by or under any law or order for the time being in force and shall invite applications online from the intending candidates . Abstract of such advertisement shall also be published in the Official Gazette and at least in two leading newspapers having wide circulation in the State , of which one shall be in Kannada language .
( 2 ) A candidate applying for any of the category of posts shall indicate in his / her application the name of one of the districts of his / her choice for appointment . Selection shall be restricted to that district only . The candidate shall also indicate order of preference of the post for which he / she shall be considered .
6 . Conduct of competitive examination : - ( 1 ) A competitive examination shall be conducted by the Special Selection Committee through Examination Authority in the following manner , namely :
( A ) The examination shall be in the form of objective multiple choice , consisting of two papers carrying 100 marks each in respect of posts of Grama Panchayath Secretary cum Rural Development Assistant Grade - 2 and Second Division Accounts Assistant , namely :
i ) Paper - 1 . General Paper : - Covering General Knowledge of topics relating to current events , General Science , Indian History , Indian Geography , Social Science , matters of every day observation , General Kannada , General English , General mental ability and Computer Knowledge as may be expected of a person who has passed the prescribed qualifying examination , and
. ii ) Paper - II . Specific Paper on Rural Development and Panchayath Raj : Covering status of people in rural areas of Karnataka and India , Karnataka Gramaswaraj and Panchayath Raj Act 1993 and Rules . Central and State Programmes for Rural Development , drinking water and sanitation and Panchayath Raj .
( B ) The papers shall be set both in Kannada and English language .
( C ) The Examination Authority shall publish the marks secured in the competitive examination .
7 . Knowledge of Kannada Language : - ( 1 ) No candidate shall qualify for inclusion of his / her name in the selection list to the post of Grama Panchayath Secretary

cum Rural Development Assistant Grade - 2 and Second Division Accounts Assistant , unless he / she qualifies in a test in Kannada language comprising of one paper carrying maximum of 150 marks and secure a minimum of 50 marks in the said qualifying test regarding knowledge of kannada . The standard of this paper shall be that of first language of Kannada at S . S . L . C level .
Provided that , the Appointing Authority may exempt a candidate from passing the kannada language test if the candidate has passed the SSLC examination or any equivalent examination or any examination higher than SSLC in which Kannada is the main language or second language or an optional subject ( but not one of the subject in composite paper ) or has passed in kannada medium or has passed the Kannada Language Test conducted by the Karnataka Public Service Commission .
( 2 ) The Test of Kannada language shall be conducted by the Special Selection Committee through Examination Authority .
- 8 . Preparation of Select List of Candidates : - ( 1 ) The Special Selection Committee shall , from among the candidates who have applied in pursuance of the advertisements under Rule 5 , prepare a Provisional List of candidates eligible for appointment under these rules equal to the number of vacancies notified in the order of merit determined on the basis of percentage of total marks secured in the competitive examination in respect of each category of post and subject to the reservation of posts provided by or under any law or any rules for the time being in force .
( 2 ) If two or more candidates have secured equal percentage of marks in the Competitive Examination , the order of merit of such candidates shall be fixed on the basis of their age , the older in the age being placed above in the order of merit . The Special Selection Committee shall prepare a Final Select List of candidates in respect of each category of post accordingly ,
( 3 ) The Special Selection Committee shall also prepare an Additional Select List of such of the candidates not included in the Select List prepared under sub - rule ( 1 ) ,
equal to twenty five percent of the total number of vacancies in each of the reservation - roster commencing from first point in the Select List under sub - rule ( 1 )
( 4 ) The Provisional Select List and Additional Select List may , as far as possible , be prepared within one hundred and fifty days from the last date fixed for receipt of applications by the Special Selection Committee . The said Provisional List , Final List and Additional List prepared under sub - rule ( 1 ) to . ( 5 ) shall be published in the Official Gazette and Official Website of The Special Selection Committee .

( 5 ) The Select List and the Additional select list shall be valid till all the vacancies specified under these rules are filled up or till the publication of the next Select List of these caders which ever is earlier .
9 . Appointment of candidates : - ( 1 ) The Special Selection Committee shall send the list of candidates selected under Rule 8 to the Appointing Authority . The candidates whose names are included in the select list by the Special Selection Committee shall be appointed by the Appointing Authority in the vacancies in the order in which the names are found in the Main Select List after satisfying itself , after such enquiry as may be considered necessary , that each candidate is suitable in all respects for such appointment ,
( 2 ) If a candidate whose name is included in the Select List fails to report for duty within the prescribed period or extended period , then a candidate from the Additional Select List belonging to the same reservation category as of the candidate who failed to report for duty , shall be appointed by the Appointing Authority , after such enquiry as may be considered necessary that each candidate is suitable in all respects for such appointment . The candidates in the Additional Select List may be appointed in the posts , not exceeding the extent of unfilled vacancies in the Main Select List .
( 3 ) The inclusion of the name of the candidates in the main select list and the additional select list published under rule 8 shall not confer any right of appointment .
10 . Application of other rules : - The Karnataka Civil Services Rules , The · Karnataka Civil Services ( General Recruitment ) Rules , 1977 , the Karnataka Civil Services ( Classification , Control and Appeal ) Rules 1957 , the Karnataka Civil Services . ( Conduct ) Rules , 1966 and all other rules for the time being in force regulating the recruitment and conditions of service of Government Servants made or deemed to have been made under the Karnataka State Civil Services Act , 1978 ( Karnataka Act 14 of 1990 ) in so far as such rules are not inconsistent with the provisions of these rules shall be applicable to the selection made and to the persons appointed under these rules .

ಕರ್ನಾಟಕ ರಾಜ್ಯ ಅಂಧ ನೌಕರರ ಸಹಕಾರಿ ಸಂಘದ ಕುರಿತಾದ ಪ್ರಶ್ನೋತ್ತರಗಳು

ಕರ್ನಾಟಕ ರಾಜ್ಯ ಅಂಧ ನೌಕರರ ಸಹಕಾರ ಸಂಘ :

"ಒಬ್ಬರು ಎಲ್ಲರಿಗಾಗಿ, ಎಲ್ಲರೂ ಒಬ್ಬರಿಗಾಗಿ, ಈ ತತ್ವ ನೆನಪಿರಲಿ, ನಮ್ಮೊಳಗೆ ಚಿರವಾಗಿ. ಸಮುದಾಯದ ಆರ್ಥಿಕ ಸುಭದ್ರತೆ, ಸಹಕಾರ ಸಂಘದ ಮೊದಲ ಆದ್ಯತೆ."

ಭಾರತದಲ್ಲಿ ಪ್ರಪ್ರಥಮ ಬಾರಿಗೆ ಅಂಧರಿಂದ ಅಂಧರಿಗಾಗಿ ಸ್ಥಾಪನೆಗೊಳ್ಳುತ್ತಿರುವ ಅಂಧ ನೌಕರರ ಸಹಕಾರ ಸಂಘಕ್ಕೆ ಎಲ್ಲರಿಗೂ ಸ್ವಾಗತ.
ರಾಜ್ಯದ ದೃಷ್ಟಿ ವಿಷೇಶ ಚೇತನರ ಬಹುದಿನದ ಕನಸು ಈಗ ನನಸಾಗುತ್ತಿದೆ. ಇದನ್ನು ನಮ್ಮೆಲ್ಲರ ಆರ್ಥಿಕ ಬದುಕಿನ ಹೊಸ ಅದ್ಯಾಯದ ಆರಂಭವೆಂದೇ ಹೇಳಬಹುದು. ಒಂದು ಶತಮಾನದ ಹಿಂದೆ ಏಷಿಯಾದಲ್ಲಿ ಮೊಟ್ಟಮೊದಲಬಾರಿಗೆ ಸಹಕಾರ ಚಳುವಳಿಗೆ ನಾಂದಿ ಹಾಡಿದ ಕೀರ್ತಿ ಕರ್ನಾಟಕಕ್ಕೆ ಸಲ್ಲುತ್ತದೆ. ಈಗಾಗಲೆ ದೇಶದಲ್ಲಿ ಮೊದಲ ಅಂಧ ನೌಕರರ ಸಂಘವನ್ನು ಸ್ಥಾಪಿಸಿದ ಹೆಮ್ಮೆ ನಮಗಿದೆ. ಹೀಗೆ ಮೊದಲ ಅಂಧ ನೌಕರರ ಸಹಕಾರ ಸಂಗ ಸ್ಥಾಪನೆಯ ಮೂಲಕ ಮತ್ತೊಂದು ಹಿರಿಮೆಗೆ ಪಾತ್ರರಾಗೋಣ. ಇದಕ್ಕೆ ತಮ್ಮೆಲ್ಲರ ಸಹಕಾರ ಅತ್ಯಗತ್ಯ. ಈ ಸಹಕಾರ ಸಂಘದ ಕುರಿತಾಗಿ ಇರುವ ಗೊಂದಲಗಳನ್ನು ಪ್ರಶ್ನೋತ್ತರಗಳ ಮೂಲಕ ಪರಿಹರಿಸಿಕೊಳ್ಳೋಣ.

ಸಹಕಾರ ಸಂಘಕ್ಕೆ ಸಂಬಂಧಿಸಿದ ಸಾಮಾನ್ಯ ಪ್ರಶ್ನೋತ್ತರಗಳು:
1. ಯಾರೆಲ್ಲ ಸಹಕಾರ ಸಂಘದ ಸದಸ್ಯತ್ವವನ್ನು ಪಡೆದುಕೊಳ್ಳಬಹುದು?
ಉ. ಕೆ.ಜಿ.ಐ.ಡಿ. ಸಂಖ್ಯೆಯನ್ನು ಹೊಂದಿರುವ ರಾಜ್ಯ ಸರ್ಕಾರಿ ಅಂಧ ನೌಕರರು, ಕರ್ನಾಟಕ ರಾಜ್ಯ ಸರ್ಕಾರದಡಿ ಕಾರ್ಯ ನಿರ್ವಹಿಸುತ್ತಿರುವ ನಿಗಮ ಮಂಡಳಿಗಳ ಹಾಗೂ ಅನುದಾನಿತ ಸಂಸ್ಥೆಗಳ ಖಾಯಂ ಅಂಧ ನೌಕರರು, ಕರ್ನಾಟಕದಲ್ಲಿ ವಾಸವಾಗಿದ್ದು ಮತ್ತು ಕರ್ನಾಟಕದಲ್ಲಿಯೇ ಕಾರ್ಯ ನಿರ್ವಹಿಸುತ್ತಿರುವ ಕೇಂದ್ರ ಸರ್ಕಾರ, ರಾಷ್ಟ್ರೀಕೃತ ಬ್ಯಾಂಕ್ಗಳ ಹಾಗೂ ಕೇಂದ್ರ ಸರ್ಕಾರದಡಿ ಕಾರ್ಯ ನಿರ್ವಹಿಸುತ್ತಿರುವ ನಿಗಮ ಮಂಡಳಿಗಳ, ಅನುದಾನಿತ ಸಂಸ್ಥೆಗಳ ಮತ್ತು ಸಾರ್ವಜನಿಕ ವಲಯದ ಸಂಸ್ಥೆಗಳ ಖಾಯಂ ಅಂಧ ನೌಕರರು.

2. ಸದಸ್ಯತ್ವ ಶುಲ್ಕವೆಷ್ಟು?
ಉ. ರೂ. 200 ಒಂದುಬಾರಿ ಮಾತ್ರ.

3. ಒಂದು ಷೇರಿನ ಮೊತ್ತವೆಷ್ಟು?
ಉ. ಒಂದು ಷೇರಿನ ಮೊತ್ತ 1000 ಮತ್ತು ಪ್ರತಿ ಷೇರಿಗು  ಶೇ. 10 ರಷ್ಟು ಮೊತ್ತವನ್ನು ಶುಲ್ಕವಾಗಿ ಷೇರು ಮೊತ್ತದೊಂದಿಗೆ  ನೀಡತಕ್ಕದ್ದು.

4. ಒಬ್ಬ ಸದಸ್ಯ ಎಷ್ಟು ಷೇರುಗಳನ್ನು ಪಡೆಯಬಹುದು?
ಉ. ಒಬ್ಬ ಸದಸ್ಯ ಕನಿಷ್ಟ 2 ಷೇರುಗಳನ್ನು ಪಡೆಯಬೇಕು ಮತ್ತು ಗರಿಷ್ಟಕ್ಕೆ ಯಾವುದೇ ಮಿತಿ ಇರುವುದಿಲ್ಲ.

5. ಷೇರುಗಳನ್ನು ಖರಿದಿಸುವುದರಿಂದ ಸದಸ್ಯರಿಗೆ ಆಗುವ ಲಾಭವೇನು?
ಉ. ಷೇರುದಾರರಿಗೆ ವಾರ್ಷಿಕವಾಗಿ ಪ್ರತಿ ಷೇರಿನ ಮೇಲೆ ನಿರ್ದೇಶಕ ಮಂಡಳಿಯು ನಿಗದಿಪಡಿಸಿದ ಡಿವಿಡೆಂಟನ್ನು (ಲಾಭಾಂಶ) ನೀಡಲಾಗುವುದು.

6. ಸಹಕಾರ ವರ್ಷ ಎಂದರೆ ಯಾವುದು?
ಉ. ಸಹಕಾರ ವರ್ಷವು ಅಕ್ಟೋಬರ್‌ 1 ರಂದು ಆರಂಭಗೊಂಡು ಸೆಪ್ಟಂಬರ್‌ 30 ರಂದು ಕೊನೆಗೊಳ್ಳುತ್ತದೆ.

7. ಒಬ್ಬ ವ್ಯಕ್ತಿ ಎಷ್ಟು ಸಹಕಾರ ಸಂಘಗಳಲ್ಲಿ ಸದಸ್ಯತ್ವವನ್ನು ಹೊಂದಬಹುದು?
ಉ. ಒಬ್ಬ ವ್ಯಕ್ತಿಯು ಒಂದಕ್ಕಿಂತ ಹೆಚ್ಚಿನ ಸಂಘಗಳಲ್ಲಿ ಸದಸ್ಯತ್ವವನ್ನು ಹೊಂದಬಹುದು, ಆದರೆ ಸಾಲ ಪಡೆಯುವ ಸಂದರ್ಭದಲ್ಲಿ ಸದಸ್ಯತ್ವವಿರುವ ಬೇರೆ ಸಂಘಗಳಿಂದ ಪಡೆದ ನಿರಾಕ್ಷೇಪಣಾ ಪತ್ರವನ್ನು ಸಲ್ಲಿಸಬೇಕು.

8. ಎಷ್ಟು ವಿಧಗಳ ಸಾಲಗಳನ್ನು ನೀಡಲಾಗುತ್ತದೆ?
ಉ. ದೀರ್ಘಾವಧಿ, ಅಲ್ಪಾವಧಿ ಮತ್ತು ನಿರ್ದೇಶಕ ಮಂಡಳಿಯು ರೂಪಿಸುವ ಇತರೆ ಸಾಲಗಳು.

9. ಸಹಕಾರ ಸಂಘಕ್ಕೆ ಎಷ್ಟು ಜನ ಸದಸ್ಯರಾಗಬಹುದು?
ಉ. ಕನಿಷ್ಟ ಒಂದು ಸಾವಿರ ಮತ್ತು ಗರಿಷ್ಟಕ್ಕೆ ಯಾವುದೇ ಮಿತಿ ಇರುವುದಿಲ್ಲ.

10. ಸ ದಸ್ಯತ್ವ ಪಡೆಯಲು ಯಾವೆಲ್ಲ ಧಾಕಲೆಗಳನ್ನು ನೀಡಬೇಕು?
ಉ. ಭರ್ತಿ ಮಾಡಿದ ಅರ್ಜಿಯೊಂದಿಗೆ ಈ ಕೆಳಕಂಡ ಧಾಕಲೆಗಳ ಪ್ರತಿಗಳನ್ನು ಸಲ್ಲಿಸತಕ್ಕದ್ದು:
(A) ನೂತನ ಸಂಬಳದ ಚೀಟಿ ಮತ್ತು ಖಚೇರಿಯ ಗುರುತಿನ ಕಾರ್ಡ್‌ ಇದ್ದಲ್ಲಿ ಸಲ್ಲಿಸತಕ್ಕದ್ದು.
(B) ಅಂಧತ್ವ ಪ್ರಮಾಣ ಪತ್ರ.
(C) ಆಧಾರ್‌ ಗುರುತಿನ ಚೀಟಿ.
(D) ರದ್ದುಗೊಳಿಸಿದ ಬ್ಯಾಂಕ್ ಚಕ್‌ ಅಥವಾ ಖಾತೆಯ ವಿವರವಿರುವ  ಪಾಸ್ಬುಕ್ನ ಪ್ರತಿ.
(E) ಪಾನ್‌ ಕಾರ್ಡ್.
(‌F) ಮೂರು ಪಾಸ್ಪೋಟ್‌ ಅಳತೆಯ ಮತ್ತು ಒಂದು ಸ್ಟ್ಯಾಂಪ್‌ ಅಳತೆಯ ಭಾವ ಚಿತ್ರಗಳು.

ಒಬ್ಬರು ಎಲ್ಲರಿಗೆ ಮತ್ತು ಎಲ್ಲರು ಒಬ್ಬರಿಗೆ ಸಹಕರಿಸುವುದೇ ಸಹಕಾರ ಸಂಘದ ಮೂಲ ಆಶಯ. ಹೀಗೆ ಒಬ್ಬರು ಇನ್ನೊಬ್ಬರಿಗೆ ಸಹಕರಿಸುವುದರಲ್ಲಿ ಅಪರಿಮಿತ ಆನಂದವಿರುತ್ತದೆ.

In view of this Moto of Co-operative Society,
We are all very glad to inform you all that For the first time in the history of India, Karnataka State Visually Impaired Employees have come forward to establish Multi-purpose Co-operative Society for Visually Impaired Employees of Karnataka.
With this great zeal,

It creates new era in the history of visually impaired employees of Karnataka.
Along with The Financial Independence, overall development of Visually impaired employees is its main goal.

General Question and answers Related to Cooperative Society:
1. Who all can become members to Co-operative Society?
Ans. KGID Number holders of Karnataka State Government visually impaired Employees, permanent visually impaired employees of Karnataka State boards and corporations, State aided institutions, visually Impaired employees of nationalized boards and corporations, Centrally aided institutions, Nationalized banks, Central Government Employees residing in Karnataka.

2. What is the fee to get membership to the society?
Ans: Rs. 200 only once.

3. What is the price of one share?
Ans: One share costs Rs. 1000 and 10% will be the share fee for each share and has to pay along with the share amount.

4. How many shares an individual can purchase?
Ans. One member should purchase minimum two shares and there is no maximum limits.

5. What benefits do the members get when they purchase the shares?
Ans. Share holders get dividend as profit on each share annually.

6. What is a cooperative Year?
Ans. Cooperative year begins on 1st October and ends on 30th September.

7. In how many cooperative societies  an individual can get membership?
Ans. An individual can get membership to more than 1 society. But when a member is availing credit facilities, he/she has to submit No objection certificate from other cooperative societies. At a time a member should not be in the management of two cooperative societies.

8. How many types of loans are provided to the members?
Ans. Short and long term loans and other credit facilities decided by the board of directors.

9. How Many members can get membership to cooperative Society?
Ans. Minimum 1000 members and no maximum limits.

10. What are the documents to be submitted when a person desires to get membership to the cooperative society?
Ans. (a) Filled application form,
(b) Salary Certificate, or departmental identity card,
(c)  Blindness Certificate
(d) Adar Card
(e) cancelled cheque or Xerox copy of Pass book
(f) Pan Card
(g)three passport size and one stamp size photographs.

ಅಧಿಕೃತ ಜ್ಞಾಪನ ವಿಷಯ : ಅನಧಿಕೃತವಾಗಿ ಗೈರು ಹಾಜರಾಗಿರುವ ಸರ್ಕಾರಿ ನೌಕರರನ್ನು ಕೆಲಸಕ್ಕೆ ವಾಪಸು

ತೆಗೆದುಕೊಳ್ಳುವ ಬಗ್ಗೆ - ಸ್ಪಷ್ಟನೆಗಳು ಉಲ್ಲೇಖ : ಸುತ್ತೋಲೆ ಸಂಖ್ಯೆ ಡಿಪಿಎಆರ್ 30 ಎಸ್ ಎಸ್ ಆರ್ 79 ದಿನಾಂಕ 17 - 4 - 79 1 . ಅನಧಿಕೃತವಾಗಿ ಗೈರು ಹಾಜರಾಗಿರುವ ಸರ್ಕಾರಿ ನೌಕರರ ಮೇಲೆ ಇಲಾಖಾ

ವಿಚಾರಣೆಯನ್ನು ನಡೆಸಿ ಅಂತಹವರನ್ನು ಕೆಲಸದಿಂದ ತೆಗೆದುಹಾಕುವ ಅಥವಾ ವಜಾ ಮಾಡುವ ಬಗ್ಗೆ ಕ್ರಮ ತೆಗೆದುಕೊಳ್ಳುವ ವಿಷಯದಲ್ಲಿ ಅನುಸರಿಸಬೇಕಾದ ಕ್ರಮವನ್ನು ಉಲ್ಲೇಖಿತ ಸುತ್ತೋಲೆಯಲ್ಲಿ ನಮೂದಿಸಲಾಗಿದೆ . ಅನಧಿಕೃತವಾಗಿ ಗೈರು ಹಾಜರಾಗಿರುವ ಸರ್ಕಾರಿ ನೌಕರನ ವಿರುದ್ಧ ಇಲಾಖಾ ವಿಚಾರಣೆಯನ್ನು ಹೂಡುವ ಮೊದಲೇ ಅಥವಾ ಹೂಡಿದ ನಂತರ ಇಲಾಖಾ ವಿಚಾರಣೆ ಮುಗಿಯುವುದರೊಳಗೆ ಆಂತಹ ನೌಕರನು ಕೆಲಸಕ್ಕೆ ಹಾಜರಾಗಲು ಮುಂದೆ ಬಂದರೆ ಅಂತಹವರ ಪ್ರಕರಣದಲ್ಲಿ ತೆಗೆದುಕೊಳ್ಳಬೇಕಾದ ಕ್ರಮದ ಬಗ್ಗೆ ಕೆಳಕಂಡ ಸೂಚನೆಗಳನ್ನು ನೀಡಲಾಗಿದೆ . ಉಲ್ಲೇಖಿತ ಸುತ್ತೋಲೆಯಲ್ಲಿ ಈಗಾಗಲೇ ನಮೂದಿಸಿರುವಂತೆ ಅನಧಿಕೃತ ಗೈರು ಹಾಜರಾಗಿರುವ ಸರ್ಕಾರಿ ನೌಕರನು ಎನು ಅನಧಿಕೃತ ಗೈರು ಹಾಜರಾದ ಕಾರಣ ಮೊದಲು ಹೋಂದಿದ ಹುದ್ದೆಯನ್ನು ಕಳೆದುಕೊಳ್ಳುವುದಿಲ್ಲ . ಆದುದರಿಂದ ಅನಧಿ ಕೃತ ಗೈರು ಹಾಜರಿಯ ಸಮಯದಲ್ಲಿ ಅಂತಹವನ ವಿರುದ್ಧ ಇಲಾಖಾ ವಿಚಾರಣೆಯನ್ನು ನಡೆಸಿ ಕೆಲಸದಿಂದ ತೆಗೆದುಹಾಕದ ಇದ್ದ ಪಕ್ಷದಲ್ಲಿ ಅಂತಹ ಗರು ಹಾಜರಿ ಅವಧಿಯು ಎಷ್ಟೇ ಆಗಿರಲಿ ಅವನು ವಾಪಸು ಬಂದರೆ ಅಂತಹವನನು ಕೆಲಸಕ್ಕೆ ತೆಗೆದುಕೊಳ್ಳಬೇಕಾಗುತ್ತದೆ . ಹೀಗೆ ಕೆಲಸಕ್ಕೆ ತೆಗೆದುಕೊಂಡ ನಂತರ ಅವಶ್ಯವೆನಿಸಿದಲ್ಲಿ ಅಧಿಕೃತ ಜ್ಞಾಪನ ಸಂಖ್ಯೆ ಡಿಪಿಎಆರ್ 13 ಎಸ್ ಡಿಇ 85 ದಿನಾಂಕ 3 - 7 - 85ರಲ್ಲಿರುವ ಸೂಚನಗಳ ಪ್ರಕಾರ ಅಂತಹ ನೌಕರರನ್ನು ಅಮಾನತಿನಲ್ಲಿಟ್ಟು ಇಲಾಖಾ ವಿಚಾರಣೆಯನ್ನು ನಡೆಸಬಹುದು ಅಥವಾ ಅಮಾನತಿನಲ್ಲಿಡದೇ ಇಲಾಖಾ ವಿಚಾರಣೆಯನ್ನು ನಡೆಸಿ ಸೂಕ್ತ ದಂಡನೆಯನ್ನು ವಿಧಿಸಬಹುದು . ಸರ್ಕಾರದ ಕಾರ್ಯದರ್ಶಿಗಳು ಮತ್ತು ಇಲಾಖಾ ಮುಖ್ಯಸ್ಥರುಗಳು ಈ ಸೂಚನೆಗಳನ್ನು ಕಟ್ಟುನಿಟ್ಟಾಗಿ ಪಾಲಿಸಲು ಮತ್ತು ಈ ಸೂಚನೆಗಳನ್ನು ತಮ್ಮ ಅಧಿ ನದಲ್ಲಿ ಕೆಲಸ ಮಾಡುವ ಎಲ್ಲಾ ನೇಮಕಾತಿ ಪ್ರಾಧಿಕಾರಿಗಳ ಗಮನಕ್ಕೆ ತರಲು ಸೂಚಿಸಿದೆ .
