ನಾಮನಿರ್ದೇಶನದ  ಪ್ರಾಮುಖ್ಯತೆ

  ಸರ್ಕಾರಿ  ನೌಕರ  GPF , KGID , LIC , FBF , KGIS , DCRG  , Family pension , ಅಲ್ಲದೆ   SB a/c , ಮತ್ತು  FD a/c ಇತ್ಯಾದಿಗಳಿಗೆ ಎಲ್ಲದಕ್ಕೂ  ನಾಮನಿರ್ದೇಶನ( Nominee ) ಕಡ್ಡಾಯವಾಗಿ ಮಾಡಲೇಬೇಕಾಗುತ್ತದೆ .
ಕೇವಲ ನಾಮನಿರ್ದೇಶನ  ಮಾಡಿದರೆ  ಸಾಲದು , ಅದನ್ನು  ಸಂದರ್ಭಾನುಸಾರ  Update  ಮಾಡುತ್ತಾ ಇರಬೇಕು .
  ನಾಮನಿರ್ದೇಶನಗಳನ್ನು  ಒಬ್ಬರ  ಹೆಸರಿನಲ್ಲಿಯೇ  ಮಾಡಬೇಕೆಂದೇನೂ
ಇಲ್ಲ . ಒಬ್ಬನಿಗಿಂತ  ಹೆಚ್ಚಿನ ವ್ಯಕ್ತಿಗಳನ್ನು  ನಾಮನಿರ್ದೇಶಿತರನ್ನಾಗಿ
ಮಾಡಬಹುದು . ಹೆಚ್ಚಿನ  ವ್ಯಕ್ತಿಗಳನ್ನು ಮಾಡುವಾಗ  ತಾನು  ಮೃತಪಟ್ಟಲ್ಲಿ

KCSR ನಿಯಮ 513 ರ  ಪ್ರಕಾರ  ಕೇಂದ್ರ ಸ್ಥಾನ   ಎಂದರೆ   ತಾನು  ಕರ್ತವ್ಯ  ನಿರ್ವಹಿಸುವ  ಕಾರ್ಯಸ್ಥಳದಿಂದ  8 ಕಿ.ಮೀ. ದೂರವನ್ನು   ಕೇಂದ್ರ ಸ್ಥಾನ ವೆಂದು   ಕರೆಯುವರು .
8 ಕಿ. ಮೀ . ಮೀರಿ  ಬೆಳೆಸಿದ  ಪ್ರಯಾಣಕ್ಕೆ  ಪ್ರಯಾಣ ಭತ್ಯೆ  ಪಡೆಯಬಹುದು .
ಪ್ರವಾಸದ  ಕಾಲದಲ್ಲಿ  ಕೇಂದ್ರಸ್ಥಾನ ದಿಂದ 8 ಕಿ. ಮೀ .ಒಳಗೆ  ತಂಗುವುದನ್ನು  ಕೇಂದ್ರಸ್ಥಾನದಲ್ಲಿ   ತಂಗುವುದಾಗಿ ಭಾವಿಸಬೇಕು .

K C S R ನಿಯಮಾವಳಿಯ  ನಿಯಮ  26( ಎ ) ಪ್ರಕಾರ  ಸರ್ಕಾರಿ ನೌಕರನು  ದಿನವಿಡಿ  ಅಂದರೆ 24 ಗಂಟೆಯೂ ಆತನಿಗೆ  ಸಂಬಳ ನೀಡುತ್ತಿರುವ  ಸರ್ಕಾರದ  ಕರ್ತವ್ಯಕ್ಕಾಗಿಯೇ  ಇರಬೇಕಾಗುತ್ತದೆ .

ಸರ್ಕಾರ  ರಜಾ ದಿನದಂದು  ಕರ್ತವ್ಯ ನಿರ್ವಹಿಸಲು  ಆದೇಶಿಸಿದರೆ
ಅದನ್ನು  ತಿರಸ್ಕರಿಸಲು  ಬರುವುದಿಲ್ಲ . ಉದಾಹರಣೆಗೆ  ಒಬ್ಬ  ವ್ಯಕ್ತಿಯು ಸಂಜೆ 5-30 ಕ್ಕೆ  ವಯೋ ನಿವೃತ್ತಿ  ಹೊಂದಿ ,  ಅದೇ ದಿನ ರಾತ್ರಿ   11-30ಕ್ಕೆ
ಮೃತಪಟ್ಟ ಎಂದು ಭಾವಿಸೋಣ , K C S R ನಿಯಮಾವಳಿಯ  ನಿಯಮ 8 ( 14 )ರ ಪ್ರಕಾರ  ದಿನ ಎಂದರೆ  ಮಧ್ಯರಾತ್ರಿಯಲ್ಲಿ   ಆರಂಭಗೊಳ್ಳುತ್ತದೆ
ಮತ್ತು  ಕೊನೆಗೊಳ್ಳುತ್ತದೆ .
ಏಕೆಂದರೆ , X  ಎಂಬ ನೌಕರ  ದಿನಾಂಕ 30- 09 - 1993 ರಂದು   ಸಂಜೆ 5-30 ಕ್ಕೆ ವಯೋ ನಿವೃತ್ತಿ ಹೊಂದಿ ರಾತ್ರಿ  10-30 ಕ್ಕೆ ನಿಧನರಾದರು . ಈ
KAT ಯು  ಅರ್ಜಿ ಸಂಖ್ಯೆ  : 3452 ,98 ರ  ದಿನಾಂಕ 03-09-1998 ರಂದು ಈ ವ್ಯಕ್ತಿಯು ಸೇವಾವಧಿಯಲ್ಲಿ     ಮೃತಪಟ್ಟಿರುವುದರಿಂದ
ರಾಜ್ಯ ಸರ್ಕಾರಿ ನೌಕರರ ಸಮೂಹ ವಿಮಾ ಯೋಜನೆ  ನಿಯಮಗಳು

ಅವಲಂಬಿತರಾಗಿದ್ದಲ್ಲಿ  ಸರ್ಕಾರದ  ಅಧಿಸೂಚನೆ  ಸಂಖ್ಯೆ ಸಿ.ಆ.ಸು.ಇ.
26/ ಎಸ್ . ಎಂ . ಆರ್ 2011 ದಿನಾಂಕ 27- 03- 2012 ರಂತೆ ಪೋಷಕರ  ಮಾಸಿಕ  ಆದಾಯ 6000/- ರೂ  ಮೀರದಿದ್ದರೆ  ಅಂತವರು ವೈದ್ಯಕೀಯ ಮರುವೆಚ್ಛ  ಪಾವತಿ ಮಾಡಿಕೊಳ್ಳುವ ಅವಕಾಶವಿದೆ.
ಅಸಾಧಾರಣ ರಜೆ ( Extraordinary Leave )

ಸರ್ಕಾರಿ  ನೌಕರನು ಅವನ  ಹಕ್ಕಿನಲ್ಲಿ  ಯಾವುದೇ  ವಿಧವಾದ  ರಜೆ  ಇಲ್ಲದಿದ್ದಾಗ , ಅಥವಾ  ವಿಶೇಷ ಸನ್ನಿವೇಶಗಳಲ್ಲಿ  KCSR  ನಿಯಮ  117 ( ಎ ) ರ ಪ್ರಕಾರ  ಅಸಾಧಾರಣ  ರಜೆಯನ್ನು  ಪಡೆಯಬಹುದಾಗಿರುತ್ತದೆ .
        ಆದರೆ  ಈ  ಅಸಾಧಾರಣ  ರಜೆಯ  ಅವಧಿಗೆ  ಯಾವುದೇ  ವೇತನ  ಭತ್ಯೆಗಳು  ಲಭ್ಯವಾಗುವುದಿಲ್ಲ .

   ಯಾವುದೇ  ರಜೆ  ಇಲ್ಲದ  ನೌಕರರು  ಕ್ಯಾನ್ಸರ್  ,  ಕುಷ್ಠ  ,  ಕ್ಷಯ ,  ಮಾನಸಿಕ  ಅಸ್ವಸ್ಥತೆ   ಇತ್ಯಾದಿ  ಮಾರಕ  ಖಾಯಿಲೆಗಳಿಗೆ   ತುತ್ತಾದಲ್ಲಿ   ವೈದ್ಯಕೀಯ
ಪ್ರಮಾಣಪತ್ರದ  ಆಧಾರದ  ಮೇಲೆ  18 ತಿಂಗಳ  ಅವಧಿಗೆ  ಅಸಾಧಾರಣ  ರಜೆ  ಮಂಜೂರು ಮಾಡಲು ಅವಕಾಶವಿದೆ .
KCSR  ನಿಯಮ 117 ( ಬಿ )( ¡¡¡ ) ರ  ಪ್ರಕಾರ  ಸತತ ಮೂರು  ವರ್ಷ  ಸೇವೆ  ಸಲ್ಲಿಸಿದ  ನೌಕರರಿಗೆ  ಉನ್ನತ ವ್ಯಾಸಂಗಕ್ಕೆ  2 ವರ್ಷ , ಡಾಕ್ಟರೇಟ್  ಕೋರ್ಸ್ ಗಾಗಿ 3 ವರ್ಷಅಸಾಧಾರಣ  ರಜೆ  ಪಡೆಯಲು ಅವಕಾಶವಿದೆ .ರಿಮೂವಲ್ -  ಡಿಸ್ಮಿಸಲ್ ಗೂ  ಇರುವ  ವ್ಯತ್ಯಾಸ  ? ?

ರಿಮೂವಲ್ ( ಕೆಲಸದಿಂದ  ತೆಗೆದುಹಾಕುವುದು).  ಯಾವುದೇ  ಆರ್ಥಿಕ ಸೌಲಭ್ಯವೂ  ದೊರೆಯುವುದಿಲ್ಲ , ಆದರೆ  ಮತ್ತೊಂದು  ಹುದ್ದೆಗೆ
ಆಯ್ಕೆಯಾಗಬಹುದು .
ಆದರೆ  ಡಿಸ್ಮಿಸಲ್ ( ಕೆಲಸದಿಂದ  ವಜಾ ಮಾಡುವುದು ) . ಈ ಆದೇಶವಾದಾಗ  ಆರ್ಥಿಕ  ಸೌಲಭ್ಯವೂ  ಸಿಗುವುದಿಲ್ಲ , ಹಾಗು  ಬೇರೆ ಹುದ್ದೆಗೆ
ನೇಮಕಾತಿಯು  ಸಿಗುವುದಿಲ್ಲ .ಅಮಾನತ್ತು  ( Suspension )

1)ಒಬ್ಬ ನೌಕರರನ್ನು  ಅಮಾನತ್ತು ಮಾಡುವಾಗ ಮುಂಚಿತವಾಗಿ ನೋಟೀಸು ಕೊಡಬೇಕೆಂದು ನಿಯಮವಿಲ್ಲ .
2) ಅಮಾನತ್ತು ಅವಧಿಯಲ್ಲಿ ಕಡ್ಡಾಯವಾಗಿ ಶೇಕಡಾ 50% ಜೀವನಾಧಾರ ಭತ್ಯೆ  ಕೊಡಬೇಕು .
3) ಅಮಾನತ್ತನ್ನು  ಗರಿಷ್ಠ 6 ತಿಂಗಳೊಳಗಾಗಿ  ಅಂತಿಮ  ಆದೇಶ ಹೊರಡಿಸಬೇಕು . ಮುಂದುವರಿಸಬೇಕಾದರೆ ಸರ್ಕಾರಕ್ಕೆ  ವರದಿ ಸಲ್ಲಿಸಬೇಕು .
4) ಯಾವುದಾದರೂ  ಕಾರಣದಿಂದ 48 ಗಂಟೆ ಮೀರಿದ  ಅವಧಿಯವರಿಗೆ ಅಭಿರಕ್ಷೆಯಲ್ಲಿ  ( ಪೋಲಿಸ್ ಕಷ್ಟಡಿ ) ತಡೆಹಿಡಿದಿದ್ದರೆ  ಸ್ವಯಂಚಾಲಿತವಾಗಿ  ಅಮಾನತ್ತು ಜಾರಿಯಾಗುತ್ತದೆ .
5)  ವಿಚಾರಣೆ  ಬಾಕಿ ಇರುವಾಗ ನೌಕರರನನ್ನು  ಅಮಾನತ್ತುಗೊಳಿಸಬಹುದು. ಆದರೆ,  ಅಮಾನತ್ತು ದಂಡನೆ  ಅಲ್ಲ.
6) ತಿಂಗಳಿಗೂ  ಮೀರಿದ ಅವಧಿಗೆ  ಅಮಾನತ್ತು ಮುಂದುವರಿದ ಪ್ರಕರಣಕ್ಕೆ ಶೇಕಡಾ 75% ,  ಹಾಗು ವರ್ಷಕ್ಕೂ  ಮೀರಿದ ಅವಧಿಗೆ  ಶೇ100% ರಷ್ಟು ಸಂಬಳ ಪಾವತಿಸಬೇಕು .
7) ಅಮಾನತ್ತಾದ  ನೌಕರ  ವಿಚಾರಣೆಯಿಂದ  ಆರೋಪ ಮುಕ್ತನಾದಲ್ಲಿ  ಪೂರ್ಣ  ವೇತನ  ನೀಡಬೇಕು .
8 ) ಅಮಾನತ್ತು ನಂತರ ಶಿಸ್ತು ನಡವಳಿಕೆ  ನಡೆಸದಿದ್ದಲ್ಲಿ  ಅದು  ನ್ಯಾಯಸಮ್ಮತವಲ್ಲ .
9 ) ಲಘು ದಂಡನೆ  ವಿಧಿಸುವುದೊಂದಿಗೆ  ಅಮಾನತ್ತು ಅವಧಿ ಕೊನೆಗೊಂಡಾಗ ಈ ಅವಧಿಗೆ  ಪೂರ್ಣ ವೇತನ  ಮತ್ತು ಭತ್ಯೆಗಳನ್ನು ಕೊಡಬೇಕು .
10 ) ' ಬಿ ' ಗುಂಪಿನ  ಅಧಿಕಾರಿಗಳನ್ನು  ಅಮಾನತ್ತುಗೊಳಿಸುವ  ಅಧಿಕಾರ - ಜಿಲ್ಲಾಧಿಕಾರಿ  ಮತ್ತು ಜಿಲ್ಲಾ ಪಂಚಾಯತ್ ಮುಖ್ಯಕಾರ್ಯನಿರ್ವಹಣಾಧಿಕಾರಿಗೆ  ಅಧಿಕಾರ ಇರುವುದಿಲ್ಲ .

A thought that might be considered an inimitable and new provoked us to step into new direction which could mark the beginning of new era for visually impaired community. As we all know, New Year mark the beginning of new thing, indicator of auspicious day and start of various new period. For analytical and historical reasons if we trace back the definition of New Year, Gregorian calendar propounds first January at the global level; yugadi at regional level as the start of New Year. Brail was the invention which laid a foundation to construct new avenue to drive visually impaired community from the dark of helpless to the light of hopes. Brail proved to be a bass for all other Consequent developments to promote the welfare of our community. Hence, R.S.G.E decided to celebrate international Brail day as the new year of visually impaired community. Various programs were held in our WhatsApp group from fourth January 2018 (birth day of Louie Brail) to 6 January 2018 (a day when Louie Brail renounced the world). Admin team would like to thank for those of you gave us an overwhelming response for our effort. For the upcoming New Year, we wish to include our visually impaired friends staying at different parts of our country, who are not our group members. In order to fulfil the above stated aspiration we decided to host national level Brail Essay competition.
About the competition:
This will be a national level competition and participants are given the option of choosing any one out of three languages, Kannada, Hindi and English.
2. Participants will be divided in to two groups.
a. First group will comprise of students and those who are studying at different levels of various academic disciplines after high school, students pursuing P.U.C, diploma, I.T.I, and those who are undergoing graduation, post-graduation of any age are permitted to take part.
b. Second category is a general category. Any visually impaired person who does not belong to first category will be allowed to take part.
There is going to be specific subjects to each category, and participants are needed to send essays only on those subjects assigned to their respective category.
c. Once a participant felt, that his or her essay is ready, it needs to be sent to us through post.
Subjects for essay.
For category 1/student category:
Problems faced by visually impaired students at various academic levels and corrective measures, role of students themselves and government to resolve those problems.
For category 2:
In the field of employment, along with skill development, several other problems faced by visually impaired employees and job aspirants. What are the corrective measures? And Role of employees, job aspirants themselves, government and non-governmental organizations to resolve those problems.
A good essay must focus on following aspects.
An essay must be well organized, clear, directly relates to the subject.
A participant who is writing an essay need to frame clear sentences and must not use those terms that gives indefinite and duel meaning.
Rules of the competition.
A participant can write essay in any one language Kannada, Hindi, or in English and on only one subject.
Use of objectionable/abusing language, unhealthy criticism, insulting, disgracing of any person, community, and association/organization is strictly prohibited.
Excluding home page, total page limit of 12 pages is applicable to both the category. In case of using wooden slate and a guide total number of brail sheets must not exceed 8.
On the top of the right-hand side of each page should include page number, and pages must neatly tagged in a right order.
It is the responsibility of a participant to take all necessary measures to preserve the quality of brail sheets and dots till it reach us.
Only those paper sheets which are good enough to facilitate to sustain and preserve brail dots are to be used.
It is mandatory to write essay’s only in Brail. At any stage, participant cannot adopt unacceptable form of writing with regard to essay. If found any such suspects admin team has full powers to verify and reject them without any further notice.
A participant needs to follow each and every rule mentioned above. If any participant fails to do so, admin team is free to take any decision. If found necessary, admin team has all rights to modify this announcement/notice.

ಸ್ನೇಹಿತರೆ, ದೃಷ್ಟಿ ಸವಾಲಿಗ/ಅಂಧ ಸಮುದಾಯದ ಪಾಲಿಗೆ ನವ ಷಕೆಯೊಂದರ ಆರಂಭಕ್ಕೆ ನಾಂದಿ ಆಗಬಹುದೆಂಬ ಭರವಸೆ ಮೂಡಿಸಿದ ಹೊಸ ಮತ್ತು ವಿಭಿನ್ನ ಆಲೋಚನೆಯೊಂದು ನಮ್ಮನ್ನು ಹೊಸ ದಿಕ್ಕಿನೆಡೆಗೆ ಹೆಜ್ಜೆ ಹಾಕಲು ಪ್ರೇರೇಪಿಸಿತು.
ನಮ್ಮೆಲ್ಲರಿಗೆ ತಿಳಿದಿರುವಂತೆ, ಹೊಸ ವರ್ಷ ಎಂದರೆ ಹೊಸ ಆರಂಭ, ಶುಭಸಂಕೇತ ಹಾಗು ವಿವಿಧ ಷಖೆಗಳ ಆರಂಭ. ತಾತ್ವಿಕ ಮತ್ತು ಐತಿಹಾಸಿಕ ದೃಷ್ಟಿಯಲ್ಲಿ ಹೊಸ ವರ್ಷದ ಪರಿಭಾಷೆಯನ್ನು ಅವಲೋಕಿಸಿದರೆ, ಗ್ರೆಗೋರಿಯನ್ ಕ್ಯಾಲೆಂಡರ್ ಅನ್ವಯ ಜಾಗತಿಕ ಮಟ್ಟದಲ್ಲಿ ಜನವರಿ ತಿಂಗಳ ಮೊದಲನೇಯ ದಿನವನ್ನು, ಪ್ರಾದೇಶಿಕ ಮಟ್ಟದಲ್ಲಿ ಯುಗಾದಿಯನ್ನು ಹೊಸ ವರ್ಷ ವನ್ನಾಗಿ ಆಚರಿಸಲಾಗುತ್ತಿದೆ.
ಬ್ರೈಲ್ ಆವಿಷ್ಕಾರ ಅಂಧ ಸಮುದಾಯಕ್ಕೆ ಮಹತ್ವದ ಕೊಡುಗೆ ಎಂದು ನಿರೂಪಿಸಿದ್ದು, ಇದು ಅಂಧ ಸಮುದಾಯವನ್ನು ಅಸಾಯಕತೆಯ ಕತ್ತಲಿನಿಂದ ಭರವಸೆಯ ಬೆಳಕಿನೆಡೆಗೆ ಕೊಂಡೊಯ್ಯಲು ಹೊಸ ಹಾದಿಯನ್ನು ನಿರ್ಮಿಸಿತು. ನಮ್ಮ ಸಮುದಾಯದ ಹಿತ ದೃಷ್ಟಿಯಿಂದ ಆದ ಎಲ್ಲಾ ಬೆಳವಣಿಗೆಗೆ ಬ್ರೈಲ್ ಬುನಾದಿ ಎಂದರೆ ತಪ್ಪಾಗಲಾರದು. ಅದನ್ನು ಪರಿಗಣೆಗೆ ತೆಗೆದುಕೊಂಡು, ಆರ್.ಎಸ್.ಜಿ.ಇ. ತಂಡವು ಅಂತರ್ ರಾಷ್ಟ್ರೀಯ ಬ್ರೈಲ್ ದಿನವನ್ನು ದೃಷ್ಟಿಸವಾಲಿಗ/ಅಂಧ ಸಮುದಾಯದ ಹೊಸ ವರ್ಷ ವನ್ನಾಗಿ ಆಚರಿಸಿತು. ಆಚರಣೆಯ ಪ್ರಯುಕ್ತ,, ಮೂರು ದಿನಗಳ ಕಾಲ ವೈವಿಧ್ಯಮಯ ಕಾರ್ಯಕ್ರಮಗಳನ್ನು ಏರ್ಪಡಿಸಲಾಗಿತ್ತು. ಜನವರಿ 4 2018 (ಬ್ರೈಲ್ ಪಿತಾಮಹ ಲೂಯಿ ಬ್ರೈಲ್ ರವರ ಜನ್ಮದಿನ) ರಿಂದ 6 ಜನವರಿ 2018 (ಲೂಯಿ ಬ್ರೈಲ್ ರವರು ಇಹಲೋಕ ತೆಜಿಸಿದ ದಿನ) ದ ವರೆಗೆ ನೆರವೇರಿತು.
ಇದಕ್ಕೆ ಅಭೂತಪೂರ್ವ ಸ್ಪಂದನೆ ನೀಡಿದ ಸಮಸ್ತ ದೃಷ್ಟಿ ಸವಾಲಿಗ ಸಮುದಾಯಕ್ಕೆ ಈ ಮೂಲಕ ಅನಂತ ಧನ್ಯವಾದಗಳನ್ನು ಅರ್ಪಿಸುತ್ತಿದ್ದೇವೆ.
ಮುಂದುವರೆದು, ಮುಂಬರಲಿರುವ ಹೊಸ ವರ್ಷಕ್ಕೆ ದೇಶದ ವಿವಿಧ ಭಾಗಗಳಲ್ಲಿ ನೆಲೆಸಿರುವ, ನಮ್ಮ ಗುಂಪಿನ ಸದಸ್ಯರಲ್ಲದ ದೃಷ್ಟಿಸವಾಲುಳ್ಳ/ಅಂಧ ಸ್ನೇಹಿತರನ್ನು ಸಹ ಆಚರಣೆಯಲ್ಲಿ ತೊಡಗಿಸಿಕೊಳ್ಳಲು ಅಡ್ಮಿನ್ ತಂಡವು ಆಶಿಸುತ್ತದೆ. ಈ ಉದ್ದೇಶಕ್ಕೆ ಪೂರಕವಾಗಿ, ರಾಷ್ಟ್ರೀಯ ಮಟ್ಟದ ಬ್ರೈಲ್ ಪ್ರಬಂಧ ಸ್ಪರ್ಧೆಯನ್ನು ಆಯೋಜಿಸಲು ನಿರ್ಣಯಿಸಲಾಗಿದೆ.
ಸ್ಪರ್ಧೆಯ ಕುರಿತಾದ ವಿವರ:
1. ಸ್ಪರ್ಧೆಯು ರಾಷ್ಟ್ರೀಯ ಮಟ್ಟದ್ದಾಗಿದ್ದು, ಕನ್ನಡ, English ಹಾಗೂ ಹಿಂದಿ ಭಾಷೆಗಳಲ್ಲಿ  ಯಾವುದಾದರು ಒಂದು ಭಾಷ ಮಾಧ್ಯಮದಲ್ಲಿ ಮಾತ್ರ ಓರ್ವ ಸ್ಪರ್ಧಿಯು ಭಾಗವಹಿಸಲು ಅವಕಾಶವಿರುತ್ತದೆ.
2. ಸ್ಪರ್ಧಿಗಳನ್ನು ಎರಡು ಗುಂಪುಗಳಾಗಿ ವರ್ಗೀಕರಿಸಲಾಗಿದೆ.
A. ಮೊದಲ ವರ್ಗವು ವಿದ್ಯಾರ್ಥಿಗಳ ವರ್ಗವಾಗಿದ್ದು, 10 ನೇ ತರಗತಿಯ ನಂತರದ ವಿವಿಧ ಶೈಕ್ಷಣಿಕ ಹಂತಗಳಾದ ಪಿ.ಯೂ.ಸಿ, ಡಿಪ್ಲೊಮ, ಐಟಿಐ ವಿದ್ಯಾರ್ಥಿಗಳು, ಪದವಿ ಮತ್ತು ಸ್ನಾತಕೋತರ ಪದವಿಗಳಲ್ಲಿ ಪ್ರಸಕ್ತ ವ್ಯಾಸಂಗ ಮಾಡುತ್ತಿರುವ ವಿದ್ಯಾರ್ಥಿಗಳು ಮಾತ್ರ ವಯೋಮಿತಿಗೆ ಒಳಪಡದೆ ಸ್ಪರ್ಧಿಸಲು ಅರ್ಹರಾಗಿರುತ್ತಾರೆ.
B.ಎರಡನೆ ವರ್ಗ ಸಾಮಾನ್ಯವರ್ಗವಾಗಿದ್ದು, ಮೊದಲನೆ ವರ್ಗಕ್ಕೆ ಸೇರದ, ಯಾವುದೆ ದೃಷ್ಟಿಸವಾಲಿಗ/ಅಂಧವ್ಯಕ್ತಿಗಳು ಸ್ಪರ್ಧಿಸಲು ಅವಕಾಶವಿರುತ್ತದೆ.
ಪ್ರತೀ ವರ್ಗದ ಸ್ಪರ್ಧಿಗಳಿಗೆ ಪ್ರತ್ಯೇಕ ವಿಷಯ ನೀಡಲಾಗಿದ್ದು, ತಾವು ಒಳಪಡುವ ವರ್ಗಕ್ಕೆ ನಿಗದಿಗೊಳಿಸಲಾದ
ವಿಷಯಕ್ಕೆ ಸಂಬಂಧಿಸಿದಂತೆ ಮಾತ್ರ ಪ್ರಬಂಧವನ್ನು ಕಳುಹಿಸತಕ್ಕದ್ದು.
ಪ್ರಬಂಧದ ವಿಷಯಗಳು:
1. ಮೊದಲ/ವಿದ್ಯಾರ್ಥಿ ವರ್ಗಕ್ಕೆ, ದೃಷ್ಟಿಸವಾಲುಳ್ಳ ವಿದ್ಯಾರ್ಥಿಗಳು  ಪ್ರಸಕ್ತ ಶೈಕ್ಷಣಿಕ ವ್ಯವಸ್ಥೆಯಲ್ಲಿ ಎದುರಿಸುತ್ತಿರುವ ಸಮಸ್ಯೆಗಳು ಮತ್ತು
ಅವುಗಳ ನಿವಾರಣೆಯಲ್ಲಿ ಸ್ವತಃ ವಿದ್ಯಾರ್ಥಿಗಳ, ಮತ್ತು ಸರಕಾರದ ಪಾತ್ರ.
2. ಎರಡನೆ ವರ್ಗ/ಸಾಮಾನ್ಯ ವರ್ಗಕ್ಕೆ ನೀಡಲಾದ ವಿಷಯ:
ಔದ್ಯೋಗಿಕ ವಲಯದಲ್ಲಿ ಕೌಶಲ್ಯಾಭಿವೃದ್ಧಿಯು  ಸೇರಿದಂತೆ ಉದ್ಯೋಗಿ ಮತ್ತು ಉದ್ಯೋಗ ಆಕಾಂಶಿಗಳು ಪ್ರಸಕ್ತ ಎದುರಿಸುತ್ತಿರುವ ಸಮಸ್ಯೆಗಳು ಮತ್ತು ಅವುಗಳ ನಿವಾರಣೆಯಲ್ಲಿ ಸ್ವತಃ ಉದ್ಯೋಗಿಗಳು-ಉದ್ಯೋಗಾಕಾಂಶಿಗಳು, ಹಾಗು ಸರಕಾರ ಮತ್ತು ಸರಕಾರೇತರ ಸಂಸ್ಥೆಗಳ ಪಾತ್ರ.
3. ಉತ್ತಮ ಪ್ರಭಂದವೊಂದು ಹೊಂದಿರಬೇಕಾದ ಅವಶ್ಯಯ ಅಂಶಗಳು:
A. ಪ್ರಬಂಧ ರಚನೆಯು ವ್ಯವಸ್ಥಿತವಾದ, ಸುಲಲಿತವು, ಸ್ಪಷ್ಟವು ಹಾಗೂ ನೇರವಾಗಿ ವಿಷಯವನ್ನು ಕುರಿತಂತೆ ಇರುವುದು ಅತ್ಯಗತ್ಯ.
B. ವ್ಯಾಕರಣ ಶುದ್ದತೆ, ಉತ್ತಮ ವಾಕ್ಯ ರಚನೆ, ಕಚಿತತೆ, ಹಾಗೂ ಒಟ್ಟಾರೆ ಬರವಣಿಗೆಯು ಸ್ಪಷ್ಟವಾಗಿ ಇರುವುದು ಅವಷ್ಯ.
4. ನಿಯಮಗಳು:
A. ಸ್ಪರ್ಧಿಯು ಕನ್ನಡ ಅಥವ ಆಂಗ್ಲ ಅಥವ ಹಿಂದಿ ಯಾವುದಾದರು ಒಂದು ಭಾಷೆಯಲ್ಲಿ ಹಾಗೂ ಒಂದು ವಿಷಯವನ್ನು ಕುರಿತಂತೆ ಮಾತ್ರ ಪ್ರಬಂಧವನ್ನು ಬರೆಯುವುದು.
B. ಆಕ್ಷೇಪಿತ/ಅವಹೇಳನಕಾರಿ  ಭಾಷೆಯ ಬಳಕೆ, ಅನಾರೋಗ್ಯಕರವಾದ ಟೀಕೆಗಳಿಗೆ, ಅಗೌರವ ಸೂಚಿಸುವ, ಯಾವುದೆ ವ್ಯಕ್ತಿ/ವ್ಯಕ್ತಿಗಳ, ಸಮುದಾಯ, ಸಂಘ ಸಂಸ್ಥೆಗಳ ಘನತೆಗೆ ಕುಂದು ತರುವಂತಹ ಬರವಣಿಗೆಯನ್ನು ಕಟ್ಟುನಿಟ್ಟಾಗಿ ನಿಷೇದಿಸಲಾಗಿದೆ.
C. ಪ್ರಬಂಧವು ಒಟ್ಟು 12 ಪುಟಗಳನ್ನು ಮೀರುವಂತಿಲ್ಲ [ಮುಕಪುಟವನ್ನು ಹೊರತುಪಡಿಸಿ].
ಒಂದುವೇಳೆ ಬೋರ್ಡ್ & ಗೈಡ್ ಬಳಸಿ ಹಾಳೆಯ ಎರಡು ಬದಿ ಬರೆಯುವುದಾದಲ್ಲಿ ಒಟ್ಟು ಹಾಳೆಗಳ ಸಂಖ್ಯೆ 8 ಹಾಳೆಗಳನ್ನು ಮೀರುವಂತಿಲ್ಲ.
D. ಪ್ರತಿಯೊಂದು ಪುಟದ ಮೊದಲ ಸಾಲಿನ ಬಲಭಾಗದ ಕೊನೆಯಲ್ಲಿ ಪುಟಸಂಖ್ಯೆ ನಮೂದಿಸಿ ಅನುಕ್ರಮವಾಗಿ ಟ್ಯಾಗ್ ಮಾಡುವುದು ಕಡ್ಡಾಯ.
E. ಪ್ರಬಂಧ ನಮ್ಮ ಕೈ ಸೇರುವವರೆಗೆ ಬ್ರೈಲ್ ಹಾಳೆ ಮತ್ತು ಚುಕ್ಕೆಗಳ ಗುಣಮಟ್ಟ ಕಾಯ್ದುಕೊಳ್ಳಲು ಅಗತ್ಯವಿರುವ ಎಲ್ಲ  ಕ್ರಮಗಳನ್ನು ತೆಗೆದುಕೊಳ್ಳುವುದು ಸ್ಪರ್ಧಿಗಳ  ಸ್ವಯಂ ಜವಬ್ದಾರಿಯಾಗಿರುತ್ತದೆ.
ಬ್ರೈಲ್ ಅಕ್ಷರಗಳ ರಚನೆಗೆ ಅವಕಾಶ ಕಲ್ಪಿಸುವ, ಅಕ್ಷರಗಳು ಬಹಳಕಾಲ ಉಳಿಯುವಂತಹ ಹಾಳೆ (ಬ್ರೈಲ್ ಶೀಟ್) ಗಳನ್ನೆ ಬಳಸಬೇಕು.
F. ಸ್ಪರ್ಧಿಗಳು ಸ್ವತಃ ಬ್ರೈಲ್ ಲಿಪಿಯಲ್ಲಿ ಬರೆಯುವುದು ಕಡ್ಡಾಯ.
ಯಾವುದೇ ಸಂದರ್ಭದಲ್ಲಿ ಪ್ರಬಂಧ ರಚನೆಯ ಸಂಬಂಧ ಅನಪೇಕ್ಷಿತ ವಿಧಾನಗಳನ್ನು ಸ್ಪರ್ಧಿಯು ಅನುಸರಿಸಿರುವ ಬಗ್ಗೆ ಸಂದೇಹ ಬಂದಲ್ಲಿ ನಿರ್ವಾಹಕ ತಂಡವು ಆ ಕುರಿತಂತೆ ಪರಿಶೀಲಿಸಲು   ಹಾಗೂ ಯಾವುದೇ ಮಾಹಿತಿ ನೀಡದೆ ತಿರಸ್ಕರಿಸಲು ಮುಕ್ತವಾಗಿರುತ್ತದೆ.
ಸ್ಪರ್ಧಿಗಳು ಮೇಲೆ ವಿವರಿಸಿರುವ ಪ್ರತಿಯೊಂದು ನಿಯಮವನ್ನು ಕಟ್ಟುನಿಟ್ಟಾಗಿ ಪಾಲಿಸಬೇಕು.
ಯಾವುದೆ ಸ್ಪರ್ಧಿ ನಿಯಮವನ್ನು ಉಲ್ಲಂಘಿಸಿದಲ್ಲಿ, ಯಾವುದೆ ನಿರ್ಧಾರವನ್ನು ತೆಗೆದುಕೊಳ್ಳಲು ಅಡ್ಮಿನ್ ತಂಡಕ್ಕೆ ಪೂರ್ಣ ಸ್ವತಂತ್ರವಿರುತ್ತದೆ.
ಅಲ್ಲದೆ, ಅಗತ್ಯವೆನಿಸಿದಲ್ಲಿ,  ಸದರಿ ಪ್ರಕಟಣೆಯಲ್ಲಿನ ಯಾವುದೇ ಅಂಶಗಳನ್ನು ಮಾರ್ಪಾಡು ಮಾಡಲು ಅಡ್ಮಿನ್ ತಂಡ ಸಂಪೂರ್ಣ ಮುಕ್ತವಾಗಿರುತ್ತದೆ.
ವಿಶೇಷ ಸೂಚನೆಗಳು:
A. ಮೊದಲನೇಯ ಪುಟದಲ್ಲಿ ತಮ್ಮ ವೈಯಕ್ತಿಕ ವಿವರಗಳಾದ, ಹೆಸರು, ಸ್ಥಳ ಮತ್ತು ದಿನಾಂಕ, ಸ್ಪರ್ಧಿಸುತ್ತಿರುವ ವರ್ಗ, ವೈಯಕ್ತಿಕ ವಿಳಾಸ ಮತ್ತು ದೂರವಾಣಿ ಸಂಖ್ಯೆಗಳನ್ನು ನಮೂದಿಸಬೇಕು.
B. ವಿದ್ಯಾರ್ಥಿ ವರ್ಗದಲ್ಲಿ ಸ್ಪರ್ಧಿಸುವವರು ಶೈಕ್ಷಣಿಕ ಸಂಸ್ಥೆಯಿಂದ ಪಡೆದಿರುವ ಚಾಲ್ತಿಯಲ್ಲಿರುವ ಗುರುತಿನ ಚೀಟಿಯ ಪ್ರತಿಯನ್ನು ಲಗತ್ತಿಸುವುದು ಕಡ್ಡಾಯ.
ಮೇಲೆ ತಿಳಿಸಿರುವ ಎಲ್ಲ  ವಿವರಗಳನ್ನು ಕಡ್ಡಾಯವಾಗಿ ನೀಡಬೇಕು ಮತ್ತು ಈ ಪುಟವನ್ನು ಪುಟಗಳ ಮಿತಿಯಿಂದ ಹೊರಗಿಡಲಾಗುವುದು.
C. ಪ್ರಬಂಧಗಳನ್ನು ಕೆಳಗೆ ನೀಡಲಾಗುವ ವಿಳಾಸಗಳಿಗೆ ಅಂಚೆ ಮೂಲಕ ತಲುಪಿಸಲು ಡಿಸಂಬರ್ ಒಂದು ಕೊನೆ ದಿನವಾಗಿರುತ್ತದೆ
ಅಂಚೆ ಮೂಲಕ ಪ್ರಬಂಧಗಳನ್ನು ಕಳುಹಿಸುವಾಗ ಉಚಿತ ಅಂಚೆ ಸೌಲಭ್ಯ ಪಡೆಯಲು (free matter for the blind) ಎಂದು ನಮೂದಿಸಿ ನೋಂದಾವಣೆ ಅಂಚೆ ಮೂಲಕವೇ ಕಳುಹಿಸಬೇಕು.
ಕನ್ನಡ, ಆಂಗ್ಲ ಹಾಗೂ ಹಿಂದಿ ಪ್ರಬಂಧಗಳನ್ನು ಕಳುಹಿಸಲು ಪ್ರತ್ಯೇಕ ವಿಳಾಸಗಳನ್ನು ಸೂಚಿಸಲಾಗಿದೆ.
ಕನ್ನಡ ಪ್ರಬಂಧಗಳನ್ನು ಕಳುಹಿಸಬೇಕಾದ ವಿಳಾಸ:
