FAQs on NPS
1. Who are the subscribers of NPS?
NPS is a mandatory deduction for all new recruits of the state government joining service on or after 1.4.2006.

2. What is the function of PFRDA?
GOI has established PFRDA for monitoring and regulating pension funds.

3. What is the role of NSDL?
PFRDA has appointed NSDL as the Central Record Keeping Agency (CRA) to maintain records of all NPS subscribers’ contributions.

4. What is the role of Trustee Bank?
AXIS BANK is the Trustee bank appointed by PFRDA; it receives NPS contributions and transfers them to the fund managers in the ratio fixed by PFRDA.

5. What is PRAN?
PRAN (Permanent Retirement Account Number) is the Unique Identification Number for an Employee covered under NPS issued by CRA against which the contribution details are stored.

6. What is regular contribution?
The NPS Employee’s contribution starts from the month of joining service, if Employee has joined service on first of month, if employee has joined service on second or later in the month contribution starts from the next subsequent month. The contribution amount is 10% of (Basic + DA), which will be deducted from the Employee’s salary. The Government will contribute equal amount as that of Employee’s contribution.

7. What is Backlog contribution?
Even though NPS was implemented in GoK from 1-4-2006, the deduction started from 1-4-2010. NPS is applicable all for employees joined after 1-4-2006 till the month previous to the commencement of regular contribution.

8. What is NPS ID?
NPS ID is the unique number given to Schedule 7 generated for the day which is consolidated sheet for underlying Schedule 1s for the day.

9. What is SCF Batch ID?
SCF Batch ID is the unique ID generated against a particular SCF file created in Khajane II system for given batch. If the SCF file is generated for an employee contribution this will be stored against PRAN.

10. What is FRN Number?
FRN Number is a CRA system generated number for the SCF file sent to CRA. The number will be generated in a synchronous manner. This will be used to fetch the Transaction ID in case not received synchronously.

11. What is the NPS contribution flow like?
The NPS Contribution flow is depicted in the following diagram.

12. What is CSF?
CSF (Contribution Submission Form) is provided by the CRA on successful upload of the SCF File. It comprises of the Transaction Id (13 Digit) and PAOFIN Code (26 Digit).

13. What is UTR Number?
UTR No is the Unique number which will be sent by the Agency bank to Khajane II system through an online integration when the contribution is transferred to AXIS BANK. This will not form part of Employee ledger, but can be linked to Employee monthly contribution cycle if required, as it is stored in Khajane-II database.

14. What is matched and booked date?
Once trustee bank provides Fund receipt confirmation (FRC) to CRA, CRA will provide the matched and booked date through online integration to Khajane-II system and will be stored in Khajane II system against the employee PRAN.

15. How is the batch determined in NPS?
The NPS Schedules (Schedule 1) attached with approved Salary Bills will be separated and consolidated for the day to generate the Schedule 7(Consolidated Sheet for underlying Schedule 1s in the batch) with a unique ID i.e. NPS ID

16. What should be done when SCF is uploaded to CRA but payment is not yet done?
Before processing payment, it should be confirmed that the Transaction Id is not cancelled in CRA by logging to CRA system.

17. What should be done when Transaction Id is cancelled in CRA, but payment to Agency bank is in process?

First bill has to be cancelled. Then transaction Id will be deleted in K2 by TO. SCF will be regenerated and resend it CRA through K2 only. Payment will be made as usual.

18. What should be done when SCF is generated but not yet sent to CRA?
SCF will be sent to CRA through K2 only and then the SCF status check has to be done, Transaction Id will be automatically updated in K2. Then payment will be done.

19. What are the actions when SCF file is rejected by CRA?
Reason for the Rejection will be identified by opening an error file.
a. If it is due to DDO-DTO mapping does not exists, then concerned DDO shifting should done.
b. If it is due to subscriber –DTO mapping does not exists, then concerned employee shifting has to be done by collecting ISS form 1 from the employee along with PRAN card Xerox.
c. After getting resolve the issue, the SCF file will be downloaded from K2 and upload it to CRA by logging into CRA system. After getting Transaction Id, the same will be updated in K2 and make payment to Agency bank.

20. When should the 2071 TTR adjustment be made?
2071 TTR adjustment should be done immediately aggregation of NPS.

21. When should the SCF be generated?
SCF generation should be done after completion of TTR adjustment 2071.

22. When should the SCF be sent to CRA?
SCF should be sent to CRA immediately after generation of SCF in TO login

23. When should the payment to Agency Bank be made?
Payment to agency bank should be done once the transaction ID updated in to login by case worker.

24. What should be done when CRA rejects the file?
If the SCF file is rejected by CRA, TO should identify the error by downloading SCF in his login.

25. Can SCF be uploaded to CRA after 6 days?
Don’t make payment if SCF uploaded to CRA date is more than 6 days.
